Can I make this creamy garlic mushroom pasta without heavy cream?

Yes. You can swap heavy cream for half-and-half or whole milk, but the sauce will be a bit lighter. To keep it creamy, add extra grated Parmesan and a splash of reserved pasta water, stirring until the sauce thickens and coats the pasta. Avoid low-fat milk, which can make the sauce thin and grainy.

How do I prevent the mushrooms from turning watery?

Use a large pan and cook the mushrooms over medium-high heat in a single layer, without crowding the pan. Let them sit for a minute or two before stirring so they can brown instead of steam. If the pan looks crowded, cook the mushrooms in batches and add them back in before making the sauce.
